FAQ
Frequently Asked Questions
1. Why do XINGE TRANSPORT need my ID card or passport for export to China?
During the export procedure, necessary data is requested from you, as a customer. We want to identify each customer as we have to submit various documents to different government departments.
XINGE TRANSPORT considers privacy to be of paramount importance and will not share this information with any party, only with government authorities if they request it.
Unfortunately we cannot send pigeons from you if no ID card or passport can be presented.
If the pigeons are still delivered without any valid proof of identity, XINGE TRANSPORT must charge costs for the storage of these pigeons.
2. What is a handover form?
This document indicates that you have handed over the pigeons listed with the document to us. This is proof for you that we are in possession of these pigeons.
In addition, it also contains health information of your supplied pigeons. We ask therefore that the pigeons are vaccinated before delivery to our facilities and that your delivered pigeons are healthy and fit to travel.
3. Why does a contract have to be signed for export to China?
XINGE TRANSPORT likes clear agreements so that no discussions are possible afterwards. For example, it is clearly stated in the contract that XINGE TRANSPORT only does what it is paid for. So bring your pigeons from "A" to "B". We can therefore not be held responsible such as 'incorrectly reported values for import duties in China', 'death, theft or loss', etc.
4. What if a pigeon dies during transport or during quarantine?
First of all, it must be said that XINGE TRANSPORT considers animal welfare and animal health very important. Every party that performs its services for XINGE TRANSPORT must subscribe to a certain code before it can and may cooperate with XINGE TRANSPORT.
The death rate at XINGE TRANSPORT is less than 0.5% on an annual basis.
Since a pigeon is a living being, it sometimes happens that a pigeon dies, which we deeply regret.
If the pigeon has died during transport or in the quarantine facilities at the destination, the seller/shipper can send a replacement pigeon free of charge to this destination in the next transport by XINGE TRANSPORT.
If the pigeon has died before transport or in our facilities, the seller/shipper will be given the opportunity to provide a replacement pigeon. At that time it will have to be considered whether this replacement pigeon can be included in the same (and planned) transport of the deceased pigeon or not. This depends on whether the quarantine period has already started or not. We will discuss with you to see what is possible.
Another thing: XINGE TRANSPORT is not responsible for the value of the deceased pigeon. This means that we do not reimburse pigeons that have died. XINGE TRANSPORT is paid for its logistics services. That is why there will be an opportunity to send a replacement pigeon free of charge to the country of destination.
5. When will my pigeon arrive at its final destination?
XINGE TRANSPORT always tries to get your pigeons to their final destination as quickly as possible. The time frame required to complete the entire logistics process depends on many factors.
The most important factor is the country of destination. The country of destination sets the requirements that import must meet in their country. If these requirements are not fulfilled, the pigeons will not be allowed to enter the country of destination. It is the country of departure that checks whether these requirements have been fulfilled and that the pigeons can leave safely. For Belgium, for example, this is the F.A.V.V. who monitors this. For the Netherlands, this is the N.V.WA. And so every country has its own control unit. These requirements determine how long the pigeons are on the road. For example, a quarantine of, for example, 21 or 30 days, depending on the country of destination, must sometimes also be carried out before departure. In addition, the country of destination may ask for blood samples or PCR samples to be taken from (part of) the pigeons to see if there are no diseases in these pigeons. The most common are blood analyzes for Newcastle Disease (Paramyxo) or PCR sample for Highly Pathogenic Avian Influenza (H.P.A.I), etc. All these samples must be negative, otherwise the transport cannot depart.
6. Can you send your own pigeons from the pigeon loft outside Europe?
No, this is not possible.
Pigeons are classified as 'poultry' and can only be exported through a government-approved facility that is under the constant control of that same government.
It is this government that will later issue a health certificate which must accompany the pigeons to the country of destination.
7. Can you send your own pigeons from the pigeon loft within Europe?
Actually, we should answer 'no' to this. This is not allowed. Although this also depends on the 'character' of the logistics. We clarify:
- If you transport five or more pigeons from place 'A' to 'B', your transport automatically falls under the heading of 'commercial transport' and you also need a health certificate. Within Europe this is the 'Traces NT' certificate.
- If you are transporting five or less pigeons from place 'A' to 'B' and these are your own pigeons, you can do this without a health certificate, however this can also vary from country to country.
In short: ask the government services before you want to send pigeons from one place to another place within Europe.
8. What is a TRACES NT certificate?
You need a health certificate to bring pigeons from one country to another within Europe. This certificate is called the 'TRACES NT' certificate.
This certificate is only issued by the appropriate government agencies in your country and can only be delivered by a government-approved facility. So not from a pigeon loft.
9. How long is the quarantine period?
We cannot give a conclusive answer to that, as this is decided by the country of destination. This therefore depends on the country to which you want to send.
For China, this is 30 days of quarantine in Europe and 30 days of quarantine in China.
For Taiwan, this is 21 days of quarantine in Europe and 10 days of quarantine in Taiwan.
For the Philippines, this is 28 days of quarantine in Europe and 30 days of quarantine in the Philippines.
For Japan, this is 21 days of quarantine in Europe and no days of quarantine in Japan.
10. How is the cost of transport calculated?
This strongly depends on the requirements of the country of departure (= the cost of the facility) and of the country of destination (= what conditions we must meet to ensure that the import proceeds safely and properly).
These two factors determines the total transport price.
For countries where a lot of tests have to be done (such as for example for China), the cost price is higher than for countries where few tests and requirements have to be fulfilled (such as for example for Japan).
11. If I deliver pigeons to you, will they immediately go into quarantine?
(Almost) all transports of XINGE TRANSPORT are consolidated transports. This means that pigeons from different sellers go in one larger transport. So we first have to collect everyone's pigeons before we can start the quarantine or isolation period.
12. Are the transports of pigeons insured?
Unfortunately, no insurance company allows to insure pigeons that are transported for export. This is due to the often complicated legislation in this regard and the fact that legislation from different countries comes together in 1 transport. That is why pigeons are never insured that go on transport.
In some cases, you can opt to take out insurance yourself, but we - as your logistics partner - cannot do this for you.
If a pigeon dies, becomes ill or goes missing, you can always contact the buyer or seller. They can come to an agreement to possibly export a replacement pigeon. We will then bring it to the country of destination free of charge.
13. What is the best way to deliver pigeons to XINGE TRANSPORT?
Because XINGE TRANSPORT wants to deliver the pigeons to their final destination in a good and healthy manner, it is necessary that the pigeons are also delivered in good health to our facilities.
That is why we ask that the pigeons are always vaccinated for Newcastle Disease (Paramyxo) up to a maximum of 6 months before delivery.
And that is also why we ask for a statement from you, upon delivery, that the pigeons are 'fit' to travel. In other words: that your pigeons are in good health. This is important for their well-being. But also for the other pigeons that go on the same transport and that (probably) have to go into quarantine. Safety comes first at XINGE TRANSPORT. And health too.
In addition, the pigeons may be well fed. If pigeons end up in a new environment (read: the quarantine environment), they may not eat well during the first days. A new environment is always stressful. That is why we ask to feed them more heavily a few days before delivery.
14. What is an EX/A customs document of the European Union?
If you have a professional company and you want to export pigeons abroad, you must be able to demonstrate - for your accounting - that the pigeons have left European territory.
This proof can be provided by XINGE TRANSPORT. We need an invoice for this, your EORI number and VAT number.
If it is the first time that you request this proof via XINGE TRANSPORT, we will also ask you to sign a power of attorney that we may present your pigeons to the customs authorities in order to obtain this document.
Only when you are in possession of this EX/A document can you draw up an invoice with 0% VAT (for export) and this will be accepted by the tax authorities.
15. What is an EORI number?
Within the European Union you can enjoy the free passage of goods and services. This means that you can count on smooth customs clearance.
But what if you have a Chinese customer? Or a customer from another non-European country? Then there is a lot more administration involved. In order to handle customs formalities smoothly, you need an EORI number as soon as you trade outside the European Union.
EORI number (Economic Operator Registration and Identification) is an identification number that you use to do business with Customs in the country of departure (e.g. Belgium or the Netherlands). Think of this number as a kind of Digital ID at Customs. You use this number for every export declaration you make.
Applying is very simple and you will usually receive your EORI number within 24 hours.
For Belgium you can find the procedure here: https://financien.belgium.be/nl/douane_accijnzen/ondernemingen/financi%C3%ABn-eori/eori/general-info-eori
For the Netherlands you can find the procedure here: https://www.belastingdienst.nl/wps/wcm/connect/nl/douane_voor_bedrijven/content/hoe-kom-ik-aan-een-eori-nummer
Do this in time so that your export is not compromised!
